Europe Factors-Shares seen up, Irish budget vote eyed

PARIS, Dec 7 (Reuters) - European stocks were seen up on Tuesday, lifted by U.S. President Barack Obama's compromise deal to extend all Bush-era tax cuts for two years, but concerns over the euro zone debt crisis could keep the gains in check.
